A look into political parties under the party list system




First off, what is a political party?

A political party is defined as an organized group of people with at least roughly similar political aims and opinions, that seeks to influence public policy by getting its candidates elected to public office.





Political parties are defined as organizations that one common goal, to win political power through free and fair elections. As through the years have passed, the Philippines have been running with the multi-party system as to having only the nationalist party and the liberal party after 1930. 

To raise concern if these political parties are still relevant, we can look into the "Party-list system act" that was enacted in march 1995 that the law enables " Filipino citizens belonging to the marginalized and underrepresented sectors, organizations and parties...to become members of the House of Representatives."

As stated in Republic act no. 7491, sec. 2. 
"Declaration of Policy. - The State shall promote proportional representation in the election of representatives to the House of Representatives through a party-list system of registered national, regional and sectoral parties or organizations or coalitions thereof, which will enable Filipino citizens belonging to the marginalized and underrepresented sectors, organizations and parties, and who lack well-defined political constituencies but who could contribute to the formulation and enactment of appropriate legislation that will benefit the nation as a whole, to become members of the House of Representatives. Towards this end, the State shall develop and guarantee a full, free and open party system in order to attain the broadest possible representation of party, sectoral or group interests in the House of Representatives by enhancing their chances to compete for and win seats in the legislature, and shall provide the simplest scheme possible."

This can raise awareness to our country, that if these new political parties are really representing the marginalized and if they voice out their needs, this can be a formula of disaster as to political actors who make new political parties in order to gain popularity and to gain more followers because they are either supported by the president and how the actors in the party are well known to the masses.

With the said information, the question is still raised, if the party-list groups currently still representing the marginalized and if they use these fairly. 

One use of these party-list groups is the 1PACMAN that is under Mikee Romero, a team owner in the PBA, and Enrico Pineda a business manager of Manny Pacquiao. 1PACMAN won 2 seats in the House of representatives. 



Another example is the relationship of the nominees during the senatorial elections, were mostly supported by President Duterte himself. It comes to mind that these certain activities can be unseen, if everyone was given the information needed about the party-list system, everyone should have been thinking about how each party group should be representing the marginalized, that these people deserve a seat in congress. Yet the country struggles as to current events, as the political actors make the political parties a vehicle for them in order to gain popularity, other reasons may be with some political actors, their coalition with the president maybe strong and would be endorsed, with the actors willingly to change parties, this certain act can be seen during the 2019 senate elections were as the results end in most of the actors that were under the presidents party and were endorsed by certain religions.
